  1. Background of the assignment.

The UN Joint Programme on Local Governance and Decentralized Service Delivery (JPLG) has been implemented since 2008 and is one of the longest-running joint UN interventions in Somalia, now in its 3rd five-year phase. Supported by five UN agencies comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF, the programme focuses on policy reforms, capacity-building for effective service delivery, and civic engagement, with an emphasis on the inclusion of women, youth and minority groups in local governance.

Overview of Service Delivery Models (SDMs)

One of the JPLG components particularly carried out by UNICEF is the Service Delivery Models (SDMs). Since 2014, UNICEF has supported decentralized service delivery through a co-funding mechanism known as Service Delivery Models (SDMs) to support the implementation of agreed devolved functions in the areas of education, health and water. Through the implementation of decentralized service delivery, the Governments of Puntland through a partnership between lead line Ministers, Ministry of Interior and Local Governments have transferred functions, authority, responsibilities and financial resources to the district level municipalities to cover primarily parts of the recurrent cost associated with the delivery of basic social services at the local level.
